The electricity system extends from the remotest generator to the smallest electrical appliance hanging off a socket in a farmer’s shed, or the night light beside a child’s bed. It is an integrated engineering system where phenomenon in one part of the system can affect another location. Like all systems, it is critical that the legislation and standards that define the integrated components ensure that they are appropriately matched to deliver appropriate performance and customer safety.
This presentation examines the relevant laws and standards that govern the integration of the various components of our Queensland electricity system. It looks at how voltage regulation requirements have been relaxed in recent years, and examines some inconsistencies between supply side legislation, installation standards and appliance standards. It also reviews how the public are informed of the quality of service that they receive. It is aimed at stimulating discussion and encouraging improvements to regulations, standards and service.

Vince Garrone is a registered professional electrical engineer (Qld) with over forty years of electrical engineering and project management experience. He has engineered or managed within overseas and domestic rail contracts, metalliferous mining developments, hybrid power supply designs and photovoltaic and solar thermal projects. He also independently designed, manufactured and exported a small electrical safety product. These experiences and many years of service in distribution utilities, including the role of Energex’s Power Quality Manager, have provided a breadth of knowledge covering distribution, customer installations and basic product design. This exposure to the supplier, customer and product elements of the electricity system has provided a background that is well placed to review the integrated electricity laws and standards that are essential for public safety.
